WHAT IS OPEN SCIENCE?

Open access means that scientific publications are directly searchable via the web, available digitally on the internet under an open license, and accessible for everyone to read, download in accordance with copyright, copy, and distribute.

OPEN SCIENCE AT ISTINYE UNIVERSITY

All research outputs published under the Istinye University affiliation must be archived in the University’s Institutional Academic Archive. In this way, the data of all works belonging to the University become accessible within the framework of copyright. It encourages researchers to actively inform others about research results and to make the public aware of them. It also encourages the publication of research outputs in high impact open access peer reviewed journals. Publishing the studies and research results of research groups affiliated with Istinye University on an open access basis increases the reliability and reproducibility of the studies, in addition to strengthening scientific communication among researchers. Moreover, these academic outputs contribute to research conducted in different projects reaching results in a shorter time thanks to open science.

SHERPA/RoMEO Journals Database

Open Educational Resources (OER) refer to various forms of digital materials for teaching, learning, and research purposes. They are published under an open license so that you can use, share, and adapt the material for your own purposes. Open Educational Resources may include course materials, video, audio, course literature, guidebooks, course modules, portals, applications, games, learning environments, or various interactive materials.

Research data refers to all data produced during the scientific research process. It ranges from quantitative measurement data, survey results, statistical findings, and qualitative data such as interview transcripts, to field research notes, audio and video files, software, and much more. Research data should be publicly accessible and therefore usable in the long term, provided that there are no project specific barriers.

Research shows that publications released through open access spread more quickly and are cited more frequently. Open access also creates opportunities for a fairer global distribution of information resources related to research results. In the new version of the Clinical Research Portal of the Turkish Medicines and Medical Devices Agency (TİTCK) under the Ministry of Health, information is available on studies submitted to the Agency in 2016 and thereafter; however, information on studies completed as of January 1, 2020, and on Bioavailability/Bioequivalence studies is not included in the Portal. The data published on the Clinical Research Portal are for informational purposes only. In case of any inconsistency, the official records of the Agency shall prevail.

TÜBİTAK - Springer Nature

"Read & Publish" Agreement (2024-2026)

Within the scope of the EKUAL (Electronic Resources National Academic License) Project carried out by TÜBİTAK ULAKBİM, the access agreement for Springer Nature electronic journals has been converted to the “Read & Publish” model covering the 2024-2026 period.

Under this agreement, corresponding authors affiliated with our institution will have the right to publish their articles as open access, and the fees will be covered by TÜBİTAK. 
Within the scope of this agreement, open access article publishing opportunities will be provided in Springer hybrid journals for the 2024-2026 period.

Publications of the types “Original Article", “Review Article", and “Continuing Education" in Q1 and Q2 group Springer Nature hybrid journals indexed in Web of Science (SCI, SSCI, AHCI) will be included within the OA support scope.

There is an annual OA article publishing quota within the scope of the agreement. According to the terms of the agreement, no “OA article quota allocation” is made for institutions. If the corresponding author of an article accepted in the relevant journals requests it, the publication will be placed in the queue according to the order of submission, and if a quota is available, ULAKBİM will approve OA publication for articles that meet the criteria.

For publications that fall under the above-mentioned journal group and publication types and that will receive OA support if quota is available, it is sufficient that the corresponding author is an employee of an EKUAL member institution and that the member institution’s name appears under the author’s name in the publication.

TÜBİTAK - Wiley

"Read & Publish" Agreement (2026-2028)

 

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, free access has been provided to Wiley electronic journals since 2018. The Wiley agreement has been converted to the “Read & Publish” model covering the 2026-2028 period.

Under this agreement, our researchers who wish to publish open access will be able to publish as “Open Access” in Wiley journals covered by the agreement, provided that their publications have been submitted, accepted, and meet the agreement criteria, without paying an Article Processing Charge (APC).

According to the agreement, 1823 articles in 2026, 1885 articles in 2027, and 1888 articles in 2028 will be published as open access (OA), completely free of charge to the author, provided that the author requests/approves it. Although the agreement covers free OA publication in all Wiley journals, TÜBİTAK ULAKBİM has determined additional eligibility criteria in order to better manage the publication quota and budget under the contract. These criteria are as follows:

  • The corresponding author must be affiliated with one of the institutions covered by EKUAL.

  • Articles submitted to Wiley hybrid journals indexed in WoS (where some articles are open access and some are subscription/closed access) and gold open access journals (where all articles are open access) in the Q1 and Q2 groups are accepted (excluding Hindawi journals). To review journals meeting these criteria, you can visit the Wiley section on the Databases Opened to Universities page of the TÜBİTAK ULAKBİM Cahit Arf Information Center.

  • In order for the annual article quota to be used in the best possible way, the article types for which APC fees will be covered by TÜBİTAK are defined as “Research Article, Review Article, Data Article, and Rapid Publication”.

During article submission, authors are required to use their institutional email addresses. This will allow TÜBİTAK ULAKBİM to track the processes more effectively and ensure faster feedback from TÜBİTAK to the author.

For publications to be supported under Open Access; publications in hybrid journals must have been accepted on or after 17 February 2026, while publications in fully open access journals must have been submitted and accepted on or after 17 February 2026.

*No “free open access article publishing quota allocation” is made specifically for universities. Article fee requests for open access publication will be reviewed by TÜBİTAK ULAKBİM for approval according to the “first come, first served” rule.

TÜBİTAK - Royal Society of Chemistry (RSC) 

"Read & Publish" Agreement (2026-2028)

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, access has been provided to electronic journals of The Royal Society of Chemistry (RSC) publisher as of 1 January 2026. As of 2026, APC support is provided for a certain number of articles under the model that includes both access to content and open access (OA) article publishing (Read & Publish). Since there is a certain OA article quota within the scope of the “TÜBİTAK - RSC Read & Publish Agreement,” TÜBİTAK has determined certain criteria for articles that will receive APC support.

TÜBİTAK-RSC OA Article Support Criteria:

1. The 2026 TÜBİTAK-RSC Open Access Article Account will become active as of the date on which activation of member institutions is completed. As long as the agreement is active, OA applications may be made for articles accepted in both hybrid and gold journals. Articles accepted before 01 January 2026 will not be evaluated within the scope of the agreement. It may be requested that articles accepted for publication between 1 January 2026 and the date the agreement is signed be converted retroactively into Open Access Articles.

2. For the 2026-2028 period, OA article quotas for fully open access/gold journals and hybrid journals will be as follows on a total annual basis:

2026: Gold + Hybrid/255

2027: Gold + Hybrid/260

2028: Gold + Hybrid/260

3. To benefit from the agreement, the “Corresponding Author” must be part of the active academic staff of universities.

4. If an article is accepted by the journal and RSC’s licensing system determines that the article is eligible for open access publication, the process will proceed according to the “first come, first served” principle.

5. When an article is accepted, an OA application can only be made if the agreement is active; if the agreement is not active, it will not be possible to apply for OA.

6. Whether or not the agreement is active, if an article is accepted and no quota is available, the APC fee will be the responsibility of the author.

7. Regardless of whether the journal follows the Hybrid model or the Gold model, when an article is accepted, if the agreement is active and quota is available, the APC fee for the relevant article may be covered within the scope of the agreement. For APC-charging Gold journals, the author may submit the article; however, APC support will only be provided if the agreement is in force and quota is available at the time of acceptance.

8. If the opportunity to benefit from the agreement is no longer available when an article is accepted in a hybrid journal, the author has the option of publishing the article free of charge as closed access. If it is a Gold journal, APC payment is mandatory.

9. According to the RSC journal/author system, each year’s quota is processed independently, and an accepted article cannot retroactively benefit from the previous year’s quota or from the next year’s quota.

10. According to the terms of the agreement, no OA article quota allocation is made for institutions.

11. Whether the article falls under the EKUAL agreement can only be determined through the author’s institutional email. Therefore, if the author wishes to publish the article as OA, it is mandatory to use the institutional email address of the EKUAL member institution to which they are affiliated in the article submission form.

12. Before submitting an article to a journal, it is recommended that the author check whether the journal is a Hybrid journal or a Gold journal and review the steps in the “RSC Author Workflow” file.

13.In accordance with TÜBİTAK AYEK Decisions, if it is determined that APC support was provided by TÜBİTAK ULAKBİM during the prohibited period to any author whose name appears on the prohibited list or on the list of persons whose “right to practice their profession has been removed or temporarily suspended” by the Ministry of Health, or if it is determined that an article for which APC support was provided has been retracted, the corresponding author or co-authors must notify ukg@ulakbim.gov.tr and pay the APC amount notified by ULAKBİM to ULAKBİM. Otherwise, ULAKBİM reserves the right to collect the APC amount from the corresponding author.

TÜBİTAK - Cambridge University Press (CUP)

"Read & Publish" Agreement (2026-2028)

 

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, a new "Read & Publish" agreement has been signed with Cambridge University Press for the 2026-2028 period, supporting both access to academic content and Open Access (OA) article publishing.

 

Scope and Duration of the Agreement

  • Duration: The agreement is valid for three years between 1 January 2026 and 31 December 2028.
  • Access: All EKUAL member institutions in Türkiye will continue to have access to the Cambridge Journals Online (CJO) "Full Package" content.
  • Open Access: Within the scope of the relevant agreement, the right to publish open access (within the CJO "Full Package" content) is provided without quota.

 

TÜBİTAK OA Publication Support and Acceptance Criteria

Corresponding authors must meet the following criteria in order to publish their articles as OA without paying an Article Processing Charge (APC):

  • Eligible Author: The corresponding author must be an authorized user of EKUAL member institutions.
  • Institutional Affiliation: Authors are advised to use their institutional email addresses in their applications. Personal email addresses (gmail, hotmail, etc.) cause delays in verification processes.
  • Institutional Scope: Includes all EKUAL member institutions.
  • Agreement scope: The agreement covers unlimited OA article publishing in both hybrid journals and gold (gold/fully/full) open access journals.

 

Retroactive Open Access Conversion

Within the scope of the agreement, the rules regarding retroactive OA conversion of articles are as follows:

  • Publications in Hybrid Journals: Articles published as closed access in "Hybrid" journals between 1 January 2026 and the agreement signing date (16.02.2026) may be converted to Open Access without any fee upon the request of the relevant author(s) (notification to ukg@ulakbim.gov.tr is required) and with the approval of TÜBİTAK ULAKBİM. No fee refund will be made for articles published open access in hybrid journals with APC payment.
  • Publications in Fully Open Access Journals: No fee refund will be made for articles published open access with APC payment in Gold Open Access journals between 1 January 2026 and 16.02.2026.
  • General Conversion Right: During the contract period, articles published as "Closed" in hybrid journals on any date may be converted to the OA model upon the author’s request within a maximum of 3 months and within the year of publication.

Otherwise, ULAKBİM has the authority to collect the APC amount from the Corresponding Author.

 


TÜBİTAK - Institute of Physics (IOP)

 "Read & Publish" Agreement (2026-2028)


Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, a new "Read & Publish" agreement has been signed with the publisher INSTITUTE OF PHYSICS (IOP) for the 2026-2028 period, supporting both access to academic content and Open Access (OA) article publishing.
 

The details of the agreement and implementation principles are presented below for your information:


1. Scope and Duration of the IOP Agreement


•    Duration: The agreement is valid for three years between 1 January 2026 and 31 December 2028.
•    Access: All EKUAL member institutions in Türkiye will have access to IOPScience Extra and Electrochemical Society (ECS) content.

2. TÜBİTAK OA Publication Support and Acceptance Criteria


  Corresponding authors must meet the following criteria in order to publish their articles as OA without paying an Article Processing Charge (APC):


•    Institutional Affiliation: Eligibility of the article under the EKUAL agreement will be verified through the author’s institution name. Therefore, authors who wish to publish their article as Open Access (OA) must be affiliated with an EKUAL member institution.
•    Institutional Scope: Includes all EKUAL member universities.
•    Agreement scope: The agreement covers unlimited OA article publishing in both hybrid journals and gold (fully/gold/full) open access journals. 


2.a.  Retroactive Open Access Conversion


All articles submitted from 1 January onward will be converted to Open Access (OA) in both hybrid and Gold journals. This practice is valid for new members; articles of former ANKOS members have already been published as OA.

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, a "Read & Publish" agreement has been signed with Oxford University Press (OUP) for the 2026-2028 period, covering both access to academic content and Open Access (OA) article publishing.

Within the scope of the agreement, EKUAL member institutions:

Will be able to access Oxford Journals Online journals.

Will be able to benefit from the annual OA article publishing quota, in line with the criteria, in Hybrid and Open Access (Full Open Access) journals included in the Oxford Journals Online 2026 journal collection.

The annual quota distribution is as follows.

Year 2026: 400

Year 2027: 408

Year 2028: 416
